Laeken Declaration on the Future of the European Union

In December 2001 a summit in Brussels decided to establish a Convention to prepare a new EU constitutional Treaty. Giscard d`Estaing was nominated as chairman.
The declaration raises 64 critical questions regarding the EU’s future, particularly regarding the democratic deficit, and ways of removing it.
