Communitarisation
The EU treaties are divided into a supra-national first community pillar and two intergovernmental pillars, one on Foreign Policy and the other on certain aspects of Justice and Home Affairs.
The future
The EU Constitution proposes to abolish the pillars and then assemble some of the previous intergovernmental competence within the supra-national competence.
