Cultural policy

Making national cultures consistent (harmonisation) is not covered by the EU treaties. The EU can decide recommendations and incentive measures by unanimity in the Council and co-decision with the EU Parliament.

The future

The EU Constitution proposes that culture should be an area for supporting, coordinating and complementary action. Decisions shall be taken by qualified majority in the Council and co-decision with the EU Parliament. See art. 181 in the EU Constitution.
