Borg, Joe (1952- )

Maltese commissioner for Fisheries and Maritime Affairs since 2004. Formerly Malta's minister for foreign affairs.  He studied law at the University of Malta where he graduated Doctor of Laws in 1975 and practised law for a number of years. He became lecturer in 1979 and senior lecturer in 1988 at the University of Malta. Between 1989 and 1995 Dr. Borg was adviser on European Union matters to the Minister of Foreign Affairs. A high-ranking official in the pro-European Nationalist Party, he has been closely involved in EU affairs. He has been a close adviser to several top diplomats and was Malta's chief negotiator in talks over EU accession.
