The founding Treaty of Rome foresaw a common transport policy, but this has only partially been adopted. The Court in Luxembourg has used the general principles in the Treaty to establish free competition in parts of the transport areas. In recent years we have finally seen directives for different types of transport, for example, roads and railways.

In February 2003 the EU Parliament made a broad decision on transport policy.
