When a small number of companies dominate a market, monopolies can arise preventing free competition. The EU has a strong anti-trust policy operated by the EU Commission under the control of the Court in Luxembourg.
Price agreements between companies are forbidden unless they are approved by the Commission. Company mergers over a certain size have to be approved. The approval might provide that certain conditions are to be fulfilled.
