Decisions in Common Foreign and Security policy

The Lisbon Treaty make "decisions" generally used to determine foreign policy based on unanimity. However, the possibility of deciding by qualified majority is also mentioned when proposals originate from the common foreign minister who is officially titled "High Representative".
