Decisions in Common Foreign and Security policy
"General principles", "guidelines", and "common strategies" are defined by the European summits unanimously among the ministers concerned. However, some abstain from voting against a proposal through constructive abstentionism.
"Joint actions", "common positions", and the appointment of special representatives are decided by qualified majority voting.
"Co-operation" is among Member States - Art. 12 and 23 TEU.
The future
The EU Constitution proposes that "decisions" are generally used to determine foreign policy.
