De-coupling

Agricultural subsidies often depend on how much is produced. The EU Commission attempts to have the farm income de-coupled from previous production so that all farmers are supported equally no mattter how much they produce. This should make production more dependant on supply and demand rather than what products are presently being subsidised the most.
