The Convention on the Future of Europe has proposed a common defence market and a common purchasing agency for armaments and military products. The EU Constitution makes this possible but a decision will have to be taken first.
The EU Constitution also provides for the establishment of a European Armaments, research and Military Capabilities Agency to identify military needs and to support defence technology research.
