The EU has a Common Agricultural Policy (CAP), which results in prices normally being above world market prices. The EU intervenes in agricultural markets to stabilise prices by building up stocks when prices are falling.
In 2002, these "public intervention stocks" included about 160,000 tonnes of beef carcasses, up to 166,000 tonnes of butter and up to 135,000 tonnes of milk powder.
