Fouchet Plan

A French diplomat proposed a more intergovernmental political community in 1961 on behalf of the French President General de Gaulle.
This was rejected by federalists and led to a French veto against UK membership in 1963, the empty chair crisis and the Luxembourg compromise in 1965 and 1966.
