Genscher-Colombo Plan
The German Liberal Foreign Minister, Hans-Dietrich Genscher, and his Italian Christian Democrat colleague, Emilio Colombo, proposed a stronger political co-operation for the EU in 1981. This was agreed to in the “Stuttgart-declaration” in June 1983.
