Molitor Group
EU Commission working group established in 1994 to simplify the laws of the Community and to respect the principles that:
- laws and policy should be made at the most local level possible (subsidiarity)
- EU-level law-making should not go beyond what is strictly necessary to achieve the aims of treaties (proportionality).
