Voting in the EU Commission

Requires an absolute majority of the commissioners, at least 13 of the 25 members.

At present each Member State has at least one commissioner (France, the United Kingdom, Germany, Spain and Italy each have two).

The Future

The EU Constitution proposes that each Member State will initially have a Commissioner until 2014. The Commission will then be reduced to a number corresponding to 2/3 af the member states. A system of equal rotation makes sure that no country is without a commissioner for more that one period at a time. An absolute majority of members shall be required to carry votes.
