A Christian Democrat MEP, chair of the EU Parliament’s delegation in the Convention in the Future of Europe and a member of its Praesidium.
Chaired the Convention working group on Subsidiarity.
Participated in the Intergovernmental Conference from October to November 2003 as one of the EU Parliament's two representatives. In November, he was replaced by Elmar Brok. EPP.
