Blocking minority

A blocking minority is the number of votes needed to block a decision to be made by qualified majority voting.

After the EU enlargement on 1 May 2004, it stands as 90 out of 321 votes. If the EU expands, as  planned, to 27 members, it will become 88 out of 345 votes.
